Hello again Ciby. 

You certainly have provided plenty of information.  I double checked those Hardware IDs and they do indeed refer to the Ralink Bluetooth device.  So, you are using the correct driver.  That possibility can be ruled out.

At this point you and I need to do a few more standard checks to ensure that everything is in proper order.  Most importantly that the bluetooth is activated and the services are started.  I'd like you to try the following.
 

  1. From the Metro view type "wireless."
  2. You should then see "settings" on the right.  Select this and it will populate many wireless related items on the left side of the screen.
  3. Select "wireless" from this section.
  4. You should see a few options.  One being "Airplane mode" and the others being an on/off switch for bluetooth and/or wireless.  
  5. Ensure that both of these are turned on while airplane mode is off.
  6. Save changes and reboot.

You'll also want to check to make sure the Bluetooth service is started and running.  To do this try the following.

  1. From the Metro view type "services.msc" and press Enter.
  2. When the list loads locate "Bluetooth Stack Service" and "Bluetooth Support Service" and ensure they're both set to Automatic and are running.
  3. Reboot your computer again.
